Marshals say convicted sex offenders, Glen Feinman and Deanna Tampico, are dating.

He’s a convicted child rapist who served seven years in prison after sexually abusing a 13 year old girl.

She’s a level two sex offender who was busted with child porn after officers say she and her husband at the time lured a homeless teenage girl back to her house and then gave her meth, booze and marijuana. When the girl passed out, Tampico videotaped her husband and her having sex with victim.

The U.S. Marshals says Tampico and Feinman met through a mutual acquaintance and took off from downtown Seattle last Saturday. “Both of them had GPS bracelets on and both of them cut their GPS bracelets off at the same time and it appears at the same location, so we know they are involved together in some sort of relationship and they are on the run together,” says Chief Inspector Tom Lanier with the U.S. Marshals Sex Offender Investigations Branch. “The viewers on Washington’s Most Wanted for years have contributed to the apprehension of many violent fugitives and many fugitive sex offenders. The sooner we can get these two back into custody, the safer all our communities will be.”

Glen Feinman is 33 years old, 5’10” and 133 pounds. He uses the aliases of ‘Trina Sims,’ ‘Janelle Simms’ and ‘Matt.’

Deanna Tampico uses the fake last name ‘Bender.’ She’s also 33 years old, 5’0” and 110 pounds.

The U.S. Marshals Pacific Northwest Violent Offenders Task Force is on the hunt for dangerous gang member and convicted cop killer, Quentin Ervin.

Ervin killed Seattle Police Detective Antonio Terry in 1994.

He’s out of prison and has had a bench warrant for his arrest since November.

Officers say he was last known to be in the Forks and Port Angeles areas of Clallam County.

Along with murder of Det. Terry, Ervin’s been convicted of assault and burglary.

‘Bolt Bus’ sex assault suspect: Accused of preying on woman during ride from Seattle to Bellingham

WSP detectives have released a really clear photo of a suspect they say groped a woman on a bus ride from Seattle to Bellingham.

He got booted from the bus before troopers were called and could catch him, so they’re hoping you can tell them his name.

“This incident occurred March 24 and it happened on a ‘Bolt Bus’ coming up I-5,” says Washington State Trooper Mark Francis. “Our victim is sitting on the bus in her seat, he sits next to her, begins conversations. He’s talking about personal stuff, where he’s from and then at some point at different times he begins to inappropriately touch her and grope her and sexually assault her, it’s happening a few times. Once they pull into Bellingham that’s when she reports it, he’s kicked off the bus. We obviously want him caught. If he’s willing to do this on a packed bus, in broad daylight there’s no telling what he’s capable of.”

WSP detectives say he told the victim he was from New Delhi, India and was headed to either Vancouver, B.C. or Victoria, B.C.

He got onboard in Seattle.

Troopers think he’s about 5’6” and weighs around 275 pounds.

OLYMPIA — Being able to detect a lie is something police have to do all the time, but once someone’s hooked-up to a lie detector machine — finding the truth hits a whole new level.

“Everybody fears the detection of their deception,” according to Det. Sgt. Ted DeHart with the Washington State Patrol. That’s the basic thought behind lie detector tests which have been used since the early 1900’s, but what started as a needle and paper printout is now a laptop with charts, graphs and a lot of science.

“There’s over 20 things that happen simultaneously when somebody hears a question and decides to lie to it,” says Det. Sgt. DeHart. “Internally there are neurons firing-off different nerve endings and your sympathetic, parasympathetic nervous system is now trying to come to a neutral or balanced state, but when they hear a lie and tell a lie their body reacts to that.” And those reactions are measured in a person’s blood pressure, breathing, body movement and nerve activity.

But just how accurate is it really? I sat in the hot seat to see if the machine could catch me in a lie. Det. Sgt. DeHart asks, “ Did you consume any alcohol that you did not tell me about before coming here today? I answer, “No.” DeHart asks another question, “Are you afraid I’ll make an error on this test?” I respond, “No.” However, as soon as a lie was told I was caught. DeHart asked, “Do you intend to lie to any test question here today?” I answered, “No.”

After the test was over the charts were clear as to where my “lie” was. DeHart explains, “This is your blood pressure and see right here where it went from wide to thin, question 3, you really started thinking about it and your blood pressure started going up but I’m scoring this right here. This is telling me you’re having a huge reaction right here.” “Reaction” is a nice word for lie and because so many things are being measured at one time, DeHart says it really isn’t possible to beat a polygraph machine. “The pathological liar or somebody who really doesn’t care if he lies or not or they lie, they still internally have those same things going off in their body,” DeHart says.

But what about the man who does this for a living? Could he beat the detector he knows so well? I decided to test this theory. I asked, “Do your friends call you Ted?” Dehart says, “Yes.” I asked another question, “Do you like donuts?” DeHart says, “No.” I asked my final question, “Are you a late night snacker?” DeHart answers, “Yes.” It turns out that he loves donuts and his chart gave him away.

At the end of the day polygraph tests are not admissible in court unless both the prosecuting attorney and the defense agree to allow it. Still, law enforcement and many employers across the country use this as a way to weed out potential bad seeds.

It’s used hundreds of times a year by Washington State Patrol and is another helpful tool that sometimes helps them read between the lines. DeHart adds, “If somebody has made a statement and we want to verify that statement we could ask them to volunteer and take a polygraph and confirm what their statement is.”

Police release new photos in hopes of finding drive-by killers of 1-year-old in car in Kent

KENT, Wash. — Police have released new details in the drive-by shooting death of 1-year-old Malijah Grant, including pictures of a vehicle fleeing the crime scene.

Grant died after being shot on April 19 as she rode in a car with her parents. Another car had pulled up alongside them near the intersection of Lake Fenwick Road and Reith Road in Kentand two people inside opened fire. Grant was in the back seat of the car.

In court papers. Kent detectives say the girl’s father had been involved with the Deuce 8 street gang, which has an ongoing feud with a gang called Low Profile following the shooting of John Gerald Williams in Seattle on March 19.

The girl’s parents were not injured in the shooting. The father denies being involved in a gang.

On Monday, police released images of the suspect vehicle caught on nearby surveillance. It is believed the vehicle is a black 4-door sedan with dark, tinted windows. The vehicle’s make and model have not yet been positively identified.

Police are also asking for the public’s help in locating a gray, 4-door 2007 Pontiac Grand Am with Washington License Plate 678-ZRL. This vehicle is considered a vehicle of interest by Kent police, and is noted as having a burned out rear passenger side break light. The vehicle was stolen recently in Renton.  The Pontiac was allegedly seen following the suspect vehicle at the time of the actual shooting.

UPDATE: The U.S. Marshals Sex Offender Investigations Branch in Seattle says police in Utah received a call Tuesday night that Glen Feinman and Deanna Tampico who cut off their GPS trackers in Seattle were running around the Walmart in Springvi‎lle. It is the city between Nephi and Salt Lake City. They tried running from the officers but that didn’t work out either. They are now in custody on the way to be booked into Utah County Jail.

SEATTLE — Two convicted sex offenders who cut off their GPS bracelets in Seattle more than a week ago have now been tracked to central Utah — 900 miles from where they disappeared.

Glen Feinman, a convicted child rapist, and Deanna Tampico, a level 2 sex offender took off on April 25th.

“How these two met, it appears probably by a mutual acquaintance but they were both on DOC Supervision for similar sex crimes both against teenage girls,” said Chief Inspector Tom Lanier with the U.S. Marshals Sex Offender Investigations Branch.

The couple escaped in Feinman’s black Honda which turned up five days later in Nephi, Utah — south of Provo, Q13 FOX affiliate KSTU reported.

A neighbor called police because the car was parked with the trunk left wide open.

“The officer ran the plate, the plate had an alert on it. The owner of the vehicle having a warrant for a sex offense out of the state of Washington,” said Capt. Bert Wright with Nephi police.

Inside the car, officers found the suspects’ belongings including food, clothing and camping equipment.

We don’t know the reason they stopped in Nephi,” said Wright. “We believe they left pretty fast.”

Wright says the fugitives likely have cell phones, credit cards and possible some cash because some of the gear in the Honda appeared to be brand new.

“We don’t believe they’re still in our area however we’ve definitely slowed their travel down by taking their car,” he said.

The U.S. Marshals sex offender investigation branch in Seattle is heading up the national search for these two and says they could be anywhere by now.

“The sooner we can get these two back into custody, the safer all our communities will be.”

Police are hoping the public can help identify an armed robber who has been targeting restaurants and coffee shops in the Queen Anne, Wedgwood, Ravenna, Maple Leaf, and Greenwood neighborhoods.

Police said Wednesday that over the past three months, the masked gunman has walked into seven different businesses — sometimes just as staff are closing up shop — and demanded money from employees while holding them at gunpoint.

Detectives believe the suspect is a white man, 18 to 25 years old, between 5-foot-8 and 6-foot.

He also has unique clothing choices: Black and white ‘Air Jordan’-style athletic shoes with rolled-up pant cuffs.

Detectives really want you to pay close attention to the photo of a luggage rack similar to the one they say he has on the right side of the roof of a dark green, 1990’s to 2006 minivan he drives that’s possibly a Ford and has the right rear tail light out. Detectives say his MO is to park it a block or so away from the businesses he hits.

New, scary street drug called ‘Flakka’ or ‘$5 insanity’ on rise in U.S.

SEATTLE — A dangerous new drug is on the streets — it is called flakka or gravel or “$5 insanity.”  And there’s a reason it has that last nickname.

The drug spikes a user’s body temperature to dangerous levels, gives them paranoid hallucinations and makes them incredibly strong.

In one case, a man in Florida ran naked down the street and then tried to have sex with a tree before being arrested. He told cops he was Thor — yes, the mythical god of thunder.

Another guy who thought he was being chased by dozens of cars used every ounce of strength to try to break into a police station.

And another was so terrified he climbed a security fence and impaled himself on the barbs.

They were all on a new drug called flakka.

“Flakka is a combination stimulant and hallucinogen so it’s a cross between methamphetamine and PCP,” said Doug James, the acting special agent in charge of the DEA office in Seattle.

And the drug is cheap, which is why it’s called “$5 insanity.”

“You are playing Russian Roulette when you take this drug,” James said. “Absolutely destroys the human body.”

He said flakka is a cousin to bath salts. It’s cooked up in secret labs in China, Pakistan and India.

“Individuals who have utilized this drug have come back three days later and said, ‘I had no idea what I was doing.'”

Flakka can be eaten, snorted, injected or vaporized in an e-cigarette.

“Literally, we have people walking down the streets, walking by police officers, using drugs and you don’t even know it,” said Pat Slack, commander of the Snohomish Regional Drug and Gang Task Force.

He said four cases of flakka have been sent to the Washington State Patrol Lab for testing.

He’s worried about the technology that kids are using now to vaporize cheap heroin or meth, and he urged parents to talk to their children about the dangers of drug use.

“Have the conversation — or you might not ever get the chance,” Slack said, adding that flakka could kill users.

“You do not want to be taking this stuff. You’re literally rolling the dice with your life when you take this stuff,” he said.

Where are people buying this drug?

It’s shipped into the United States through the mail and then either sold online or by street dealers.

His massive rap sheet also includes busts for robbery, burglary, theft and running from police.

The one across his chest in cursive says ‘Fear no man, trust no woman’ — though he used a derogatory word for ‘woman.’

Leo Victoria: High-risk sex offender who spent decades in prison for kidnapping, raping school worker — missing in King County

The hunt is on for a dangerous rapist and gang member who’s missing in King County.

His name is Leo Victoria. His street name is ‘Chip Dog.’

He spent 22 years in prison for a horrendous crime where he and another man took two school workers hostage in a car, one of them was a woman they raped.

He got out of prison in 2013 and now is wanted for failing to register as a sex offender.

He’s also been busted for carrying firearms, burglary and theft.

Department of Corrections officers say he uses a slew of fake names including “Robert Jones,” “Harold Taylor,” “Lloyd Bruck,” “Victor Patrick” and the first name “Chip” — which is part of his street name.

On this Mother’s Day weekend — meet special soup lady first responders all call `Mama`

BLACK DIAMOND — First responders risk their lives everyday to help people, but on this Mother’s Day weekend we want to introduce you to someone who helps them — a special soup lady who life savers all know as ‘Mama.’

“Who would have guessed a grey-haired grandma from Black Diamond is going to be going out into the woods and feeding people?” asks Ginger Passarelli, owner of Mama Passarelli’s Dinner House in Black Diamond.

She’s known as just “Mama” to thousands but most of her customers have never dined in her restaurant. Passarelli says, “When we were up in Oso, we put out over 6,600 meals and there is not one charge to any agency.” That’s because “Mama” and her volunteers known as ‘The Soup Ladies’ take the food to first responders in need.

It all started about ten years ago. “After Katrina hit I was in church one Sunday morning and there was a call. They needed volunteers and I just looked at my husband and he said, ‘Yes you can go,’” Passarelli recalls. But what she saw while she was in Mississippi disturbed her in a way she wasn’t prepared for. It wasn’t just the victims who tugged at her heart, it was also the first responders. “They had whatever was stuffed in their pockets for the day and ‘Meals Ready to Eat’ in their vehicles, that’s what they had to live on and I questioned them about that a little bit and said, ‘Who takes care of you?’ Because outside of this restricted area there was all kinds of organizations feeding everybody but the people who were doing really hard work were eating M.R.E’s,” Passarelli explains.

And in the midst of chaos came clarity and ‘Mama’s’ mission was born. “I just decided that I’m going to take care of these people because they do an amazing job and there’s no one to take care of them.” And take care of them she does. Angie, Jessica, Roxanne and Bobbi help make up ‘The Soup Ladies’ and they explain, “When they see her truck pull up, they’re like ‘Mamas here, yay,’ they get so excited. “In that time that they have to have a bowl of soup she has time to talk to them for a minute, hug ‘em and get them back out there.”

Black Diamond police Sgt. Brian Lynch says, “What she brings behind the food. It’s a smile, it’s somebody who’s a friend to us and she actually is like a mom to the guys that are on scene.” And she thinks like a mom. Passarelli asks, “Would you rather have prime rib and horseradish soup or cold French Fries? Well, I’m thinking they would rather have the soup.”

She puts her heart in each dish prepared and hopes that others will reach out as well, not just because ‘Mama’ says so but because it’s the right thing to do. Passarelli adds, “I just feel like our first responders are on the front line all the time. They would run into a burning building and they don’t know my name. They would take a bullet for me and they don’t know my name. They deserve to be treated with honor and respect.”

Seattle detectives need help identifying armed home invader possibly named ‘Brandon’

Do you know anyone named ‘Brandon?’ If you do Seattle police need you to look at some surveillance video and pictures.

Detectives have arrested two of the three suspects who shot a man during a home invasion robbery last March but haven’t been able to identify the third suspect.

They think his name is ‘Brandon,’ he stutters when he speaks, he’s a light-skinned black male with an olive complexion and some facial hair, he’s about 30 years old, 6’0” and 165 pounds.

“You actually see someone in the video that looks like they’re holding a notebook and the name ‘Brandon’ has popped to the surface,” says Ret. Det. Myrle Carner with Crime Stoppers of Puget Sound. “We don’t know if that’s his real name, it may be a street name, but it may be important to somebody viewing this because if you know a ‘Brandon’ that’s doing these things chances are it could be the suspect.”

Police say he should be considered ‘armed and dangerous.’

He’s been known to hang out on Aurora Ave. N. from the ‘Klose In Motel’ near 92nd St. to the Fred Myers in Shoreline.

Washington’s Most Wanted lets you ‘Ask a Cop’

Have you ever wondered if something was legal?

Each week on Washington’s Most Wanted we feature a segment called ‘Ask a Cop’ in which members of law enforcement answer viewer questions.  A lot of them are about self-protection.  For example, Tess in Puyallup wanted to know, “At what point can I use a gun if someone is breaking into my home? What constitutes self-defense in that situation?” I turned to Pierce County Sheriff’s Detective Ed Troyer for the answer. “Tess, if you’re going to use a gun while in your home the rule is you need to fear for your life or be in danger for yourself or others. If someone breaks into your home and you’re there and you’re armed and you fear for your safety you can use the gun. If they break in the home and see you and they’re running away down the street or across your yard and you fire at them after the threat is gone you could have a problem because that fear is no longer there and you need to be prudent when you use that firearm,” said Det. Troyer.

Willie wanted to know “if it’s legal to carry a taser or stun device here in Washington?”  It’s a good question and one Det. Troyer was happy to answer, “Yes it is legal to use a stun device in the state of Washington but you also have to understand if you’re using it as an offensive weapon it becomes assault. You can use it for protection and you can use it when you need it in emergency if someone’s coming after you but if you’re using it in a fight or using it in an offensive way then it becomes a different type of weapon and you can be held liable for numerous different levels of assault,” said Det. Troyer.

Police: Man who pulled gun on trooper found by K9

GORST — A man who allegedly pulled a gun on a Washington State Patrol trooper during a routine traffic stop was found by a police K9 nearly an hour after he fled from officers.

According to the Kitsap Sun, a state trooper pulled over a man driving a Chevrolet pickup around 8 a.m. in Port Orchard. The man pulled a gun as the trooper approached the car and and sped away. A short chase ensued, until the man blew a tire and left the car.

A woman was riding with in the car, police said. She was apprehended when the tire on the vehicle blew, the Sun reported.

Bremerton police said the man, described as white with a black jacket, ran into Jarstad Park in Gorst after his tire blew. He was located by a police K9 in a shed a short time later and arrested.

Old Belfair Highway west of Sam Christoperson was closed during the K9 track, but has since been reopened.


Russell Deviney: Police searching for Everett man accused of abducting 15-year-old girl

ASTORIA, Ore. (AP) — Police in Astoria, Oregon, say a missing California teenager has turned up at a local fast-food restaurant, and they’re seeking a Washington state man they’ve labeled a “suspected abductor.”

Police said the 15-year-old girl reported at a McDonald’s restaurant Monday night that she had been abducted.

A police statement Tuesday said she was listed as missing from her home in Sanger, California, and the FBI joined the search for her.

The statement didn’t say how she went missing. Calls to authorities in Astoria and Sanger were not immediately returned.

The man was identified as 48-year-old Russell Wayne Deviney of Everett, Washington. Police said he walked from the restaurant, and his 2004 pickup truck has been located. He was last seen wearing a white shirt, blue jeans, black sweater and an orange baseball hat.

The girl was placed in protective custody until her parents could come to Oregon.

AmberWANTED IN SNOHOMISH COUNTY —
Detectives say Amber Frounfelter sometimes goes by ‘Amber Anne Sipe.’

She’s 30 years old and likely staying at motels along Aurora Ave./Hwy. 99.

She has an arrest warrant in Snohomish County for Attempting to Obtain a Controlled Substance by Forged or Altered Prescription and for Possession of a Controlled Substance.

She was arrested on August 14, 2014 at the Rite Aid on Smokey Pt. Blvd. and has now been charged so deputies need help finding her. When officers searched her they found a Target credit card belonging to another woman. The victim confirmed her purse and wallet had been stolen on July 31, 2014. When Amber was searched at the jail, officers found a baggie of narcotics inside her.

Her criminal history includes a felony for possession of meth and six misdemeanors including 3rd degree theft.

Gary Steele: Convicted felon accused of assaulting man over litter outside fast food restaurant

WANTED IN KING COUNTY —
A fight over litter outside a fast food restaurant now has Renton Police and King County detectives searching for convicted felon, Gary Steele.

King County Prosecutors have charged him with Assault In The Second Degree after police say he hit a 61 year old man in the face and head multiple times after the victim told him to pick up his litter. The attack was caught on surveillance video at the drive through of Wendy’s on Rainier Ave S on March 16th. The victim who was taller than Steele told officers he saw him throwing garbage out of a car window and went outside to tell him to pick it up. Two women and Steele’s 1 year old child were in the car with him. A woman with Steele told detectives that the customer was being very aggressive and didn’t like litter bugs. Police say Steele followed the victim back into the restaurant and started yelling about the victim harassing him. Detectives say Steele then shoved the victim’s chest who followed him outside where Steele punched him in the face 5 times with both fists. The victim fell to the ground and police say Steele punched him in the head 3 or 4 times when he tried to get up. The victim suffered a broken nose, two black eyes and needed five stitches for his lower lip.

“He’s been involved in robberies, assaults and illegal possession of firearms,” said King County Sheriff’s Sgt. Stan Seo.

Steele’s criminal history includes convictions for Unlawful Possession of a Firearm, Assault 4, 2 counts of Assault Domestic Violence, Felony Harassment Domestic Violence and Assault 3.

‘Botox Bandit’ strikes in Seattle… but is it his first time?

SEATTLE — He called himself “Steven Davis,” and apparently felt he needed some work done to smooth out the worry lines and wrinkles we all get as we age.

You know, a little Botox to take away those troubling 11’s you get on your forehead when you squint? Maybe he didn’t like how the lines were getting deeper on his face?

Whatever the reason, Seattle police say he made an appointment for a facial treatment at Wells Medical Arts on 35th Ave SW in Seattle. He even gave a credit card number over the phone and then showed up promptly for his appointment at 11:30 a.m. on May 12.

Once he got there, medical staff took some before and after photos. Squint as hard as you can, they told him, to see where he needed the most help.

He didn’t just stop with the Botox though, he also asked for some Dermal Filler for his deep facial lines to really bring back his youth. He also had his eyebrows waxed. All totaled, $2047.56 worth of services.  He was a new man!

Problem is, he walked right out of the office without paying and when the staff tried to run his credit card, it was invalid.

The suspect was last seen driving away in a 4-door Suzuki SUV with unknown plates. I bet he was looking in the mirror admiring his new face which would soon appear stress free.

Detectives don’t know how much the facial treatments might have changed his appearance but they’re hoping someone can identify this “Steven Davis” for real and tell them where to find him.

Interesting enough, a man who looks remarkably like Davis struck a San Francisco clinic earlier this year. Might we have a serial “Botox Bandit?” It’s hard to confirm, given the surveillance footage.

Police need your help identifying a bank robber who hit the ‘Banner Bank’ in Edmonds on 212th on Tuesday.

He handed a note to a teller threatening to have a weapon and demanding case before fleeing on foot.
